While mankind has been altering the planetary environment ever since the Neolithic Revolution, it is only after the Industrial Revolution that it has attained the weight of numbers and technological capacity to majorly alter the climate through its own activities.

The Brahmastra, a weapon made by the Gods in Hindu mythology, was known to possess catastrophic powers of destruction. Its use was strictly forbidden, except in dire straits, such as when all else failed to repel the onslaught of the demons. The parallel between the Brahmastra and the nuclear weapon is irresistible. But the nuclear weapon is not a myth. It is an apocalyptic reality of life facing both the "demons" and "devatas" of today.

Independence for Kosovo: Secession or Self-Determination?

Is the United States in the process of creating a brand new Muslim bloc? If that be the case, it would know that the execution of the plan necessarily involves the cessation of Kosovo from Serbia in the name of "Self-Determination". This, Russia will not allow at any cost. Belgrade is Moscow's Slav ally. And, in a complex way, the Albanian-Serb and the Washington-Moscow stand-off links up with the global scramble for energy sources. While the world's eyes are riveted on the Middle East, Iraq and Afghanistan, an eyeball to eyeball confrontation is shaping up in the Balkans where, historically, conflicts easily get out of hand. Saeed Naqvi recently traveled extensively through the Balkans and Europe, meeting key figures in the political circles of the region. In this paper, he presents his analysis of the situation prevailing in the Balkans.

The Bhagidari Programme of Delhi Government

In January 2000, the Government of National Capital Territory of Delhi initiated a 'Bhagidari Programme' as an attempt to resolve the various problems being faced by the city's residents. Smt. Sheila Dikshit, the Honorable Chief Minister of Delhi, visited the Observer Research Foundation campus on April 10, 2008 to make a presentation on the programme. The discussion was facilitated by Ambassador M. Rasgotra. This discourse is an abridged documentation of the Chief Minister's speech and the ensuing discussion with the participants.

India-Bangladesh Relations: Past, Present and Future

Farooq Sobhan, President of the Bangladesh Enterprise Institute and former Foreign Secretary of Bangladesh, addressed the ORF Faculty on March 12, 2008. In his speech, he stressed on building a strong relationship between India and Bangladesh by encouraging greater connectivity and investments. Both countries, he felt, should leave behind the baggage of mistrust and neglect and recognise that they can gain much through a closer relationship.
