Mr. Singh did M.A. (Economics) from Delhi School of Economics, Delhi University. He was a Professor of Economics in St. Stephen’s College, Delhi. Former Special Assistant to Union Commerce Ministers, Undersecretary /Deputy Secretary, Trade Policy Division, Ministry of Commerce, 1981 to 1985, Minister Economics and Commercial Indian Embassy, Tokyo, Industry Secretary and Finance Secretary, Government of Bihar, Chairman, Bihar State Electricity Board, 1990-91, Joint Secretary Ministry of Home Affairs, India 1991-93, Joint Secretary, Department of Economic Affairs, Ministry of Finance, 1995 ?96, Expenditure Secretary, Ministry of Finance, 1996-98, Revenue Secretary, Ministry of Finance, 1998-2001, Secretary to the Prime Minister of India, 2001, OSD to Prime Minister of India, Member, Planning Commission 2001-2004. Interaction with multilateral institutions like World Bank, International Monetary Fund, Asian Development Bank, OECD and WTO. Formerly, Chairman, Global Environment Facility, Vice-Chairman and Rapporteur, Preparatory for Special Session of the UN on Drugs and Narcotics meeting. Chairman, WIPO Group on Valuation of Intangible Assets in Privatization and Member of the High Level WIPO Advisory Group on Privatization. Senior Short-Term Visiting Fellow at Stanford University, US Member, UN Global Commission on International Migration.
