Dr. Sengupta did Ph.D from Massachusetts Institute of Technology and MA from Calcutta University. From 1974 onwards he held various important positions in India and abroad - Economic Advisor, Ministry of Commerce, GOI, Economic Minister, Indian High Commission, London, Special Secretary (Economic Advisor) to the Prime Minister of India, Executive Director for India, Bangladesh and Bhutan at International Monetary Fund, Washington D.C., Special Advisor to the Managing Director, International Monetary Fund, Washington D.C., Ambassador of India to the European Union, Belgium and Luxemburg, Brussels, Member and Member Secretary, Planning Commission, GOI and Independent Expert on the Right to Development, Human Rights Commission, Geneva.

His Academic and Research Positions since 1971 are ? Reader in Economics, Delhi School of Economics, New Delhi, Lecturer in Economics, London School of Economics, London, Visiting Fellow at Queen Elizabeth House, Oxford and Christian Michelson Institute, Bergen, Norway, Visiting Professor, The Institute of Social Studies, The Hague, Professor of International Economic Organization, JNU, New Delhi and Research Professor (Hony.), Centre for Policy Research, New Delhi.
